City Council in Charlotte, North Carolina, Sets Restrictions on E-Scooters

CHARLOTTE, NC. – On January 14, the Charlotte City Council, of Charlotte, North Carolina, passed a set of regulations on e-scooters, according to a news report posted online at The regulations include a sidewalk ban in certain areas, a speed limit, and a fee for every scooter in the city.* 

Dockless e-scooters have been in Charlotte since March 2018, and they have become extremely popular. In December 2018 alone, people in Charlotte rode the vehicles more than 82,500 times for a total of almost 81,500 miles. But residents in the city and council members have had growing concerns about the scooters for several months. 

The vehicles have led to several accidents involving both riders and pedestrians on the sidewalk. They have also become somewhat of a nuisance and a hazard, as riders leave the vehicles all over the city after rides are complete. 

After months of discussing the issue, council members voted, 7 to 3, to implement regulations on the vehicles. The new regulations include a cap of 15 mph for all scooters inside the city, a ban on scooters on all sidewalks in the busiest area of uptown, and an annual fee for every scooter that each company deploys in the city. 

The council did not decide on a dollar amount for the fee, but it could be around $50 or $100 per scooter, which is comparable to what other nearby cities charge scooter companies. In addition, the council lifted a cap on the number of scooters that each company can have in Charlotte. However, companies will have to show the city that their scooters are in demand before adding more and will have to take scooters away if demand falls.
