One of the top issues for the group is how small settlements, which include any under one million dollars, are impacting the trucking industry. The organization will look into how frequently such settlements are occurring as well as responses and the varying impact of settlements as opposed to verdicts.
Another issue presented is whether to continue using a mileage-based measure for safety metrics. As the industry is changing and modernizing, there could be more accurate or relevant metrics available.
The ATRI will also look at the role of independent contractors in the supply chain versus the role of owner-operators. A better understanding of these roles would potentially help make more informed financial and policy decisions.
Taxes based on vehicle miles traveled are also a concern in the industry, and research will be conducted to understand the barriers preventing this method as well as the cost of enforcing the law, the opportunity for the taxes to be evaded, and any challenges to the implementation.
Finally, the insurance costs as compared to the cost of operations will be evaluated in an attempt to understand the increasing insurance costs in the industry. From 2017 to 2018, the cost of insurance for large trucks rose by twelve percent. Research in this area would be used to look at ways in which trucking companies are covering these additional costs. Some possible ways this cost is being covered is through the reprioritization of investments in technology or safety improvements.
