Driver Who Killed Pedestrian on J.R. Allen Parkway Pleads Not Guilty to Charges
COLUMBUS, GA- Wtvm.com writes that a man from Columbus was arrested following a fatal accident that took place at Veterans Parkway and J.R. Allen Parkway.
The victim, Richard Bryan Lamb, 32, was transported to the Piedmont Columbus Regional hospital where he was declared dead at a little before 1 in the morning. The Muscogee County Coroner states that Lamb walked into the intersection where he was hit by a vehicle. In previous reports, the incident was referred to as an accident, and police had not yet filed charges.
However, the driver, Justin Bolin, 35, of Columbus was later charged with “homicide by vehicle, abandonment of controlled substance, tampering with evidence, obstruction of a law enforcement officer and possession of marijuana.”
Bolin entered a not-guilty plea.
Impaired driving is illegal in every state, regardless of whether the drug is a prescription medication, street drug or legal drug such as alcohol, or in some places, marijuana. According to the National Highway Traffic Safety Administration (NHTSA), a roadside survey conducted in 2013 and 2014 found that one out of five drivers during nighttime hours on the weekend tested positive for some type of drug. The results of the survey indicated a 48 percent increase in drivers testing positive for drugs between 2007 and 2013-2014.
Marijuana is found in driver’s systems more often than any drug other than alcohol. Marijuana’s impact on driving is not as well studied as alcohol, but research indicates that the drug “impairs psychomotor skills, lane tracking, and cognitive functions.” The impact makes driving under the influence of marijuana dangerous.
The NHTSA is conducting research to understand drugged driving betterand to develop better screening methods.
