Two Fatal I-20 Crashes Occur Minutes Apart in DeKalb County

DEKALB COUNTY, GA. – September 20, 2018 ( A report from describes a late-night fatal collision involving a motorcyclist on Interstate 20 in DeKalb County, Georgia. Later reports indicate the fatal motorcycle crash was immediately followed by another fatal crash in the same area of I-20.*

At approximately 11 p.m. on September 19, 52-year-old Louis ReFour, of Snellville, Georgia, was riding a motorcycle eastbound in the HOV lane of I-20 in DeKalb County. Near Gresham Road, a vehicle struck the back of ReFour’s motorcycle. Then, as traffic slowed to avoid the wreck, another rear-end collision occurred involving two cars. The vehicle that was struck from behind crashed into a median wall from the force of impact. 

ReFour died at the scene, according to DeKalb Police spokesperson Sgt. J.D. Spencer. The passenger in the vehicle that crashed into the median also died at the scene. She was identified as 20-year-old Carri Thigpen, of Augusta. No one else was seriously injured. 

Police reportedly arrested one driver in connection with the death of ReFour. This person has not yet been identified, nor has anyone else involved. The crashes are currently under investigation, and no additional information is available at this time. 

Since 2007, according to data from the Georgia Governor’s Office of Highway Safety, more than 10 percent of all traffic fatalities in the state of Georgia involved motorcyclists. In 2016, approximately 173 motorcyclists died in motor vehicle accidents, which represented a 26 percent increase in motorcyclist fatalities since 2014. 

In 2017, 209 motorcyclists were killed in vehicle crashes, and data indicate 3 percent of those people were not wearing helmets. So far in 2018, the Office reports 264 people have died in motorcycle accidents in Georgia, three of whom were not wearing helmets.
