Safety Advocates Push to Allow Pedestrians More Time to Cross Capital Boulevard

March 04, 2020

RALEIGH, NC- One of Raleigh's busiest roadways may be the subject of safety improvements aimed at protecting pedestrians in the area, according to Advocates videoed people crossing the intersection and showed that the current signals do not allow for enough time to cross the street.*

A 66-year-old man was killed on Capital Boulevard last month, highlighting the risks of the roadway. The reports indicate that the man was crossing in a crosswalk at the intersection with Millbrook Road. According to the driver, she had a green light when she struck the man. One local explained that the street is so wide that crossing it takes a long time. There are nine lanes of traffic to cross, and although the light allows 27 seconds, that is not enough time for many people to get from one end to the other. One woman who frequently crosses at the intersection stated that she does not follow the signal because, by the time the light is green, there would not be enough time to pass over all lanes. Instead, she uses her own judgment to determine when it is safe to cross.

The issue is exacerbated by distracted drivers. Many people are on their phones and not paying attention to the road.

A North Carolina Department of Transportation spokesperson stated that in order to adjust the intersection's pedestrian crossing timing, the entire signal would have to be redesigned.  Times are calculated by the U.S. Department of Transportation's Manual on Uniform Traffic Control Devices.
